It is therefore not surprising that labour negotiations have also been manipulated in favour of Cuomo and the financial interests that underpin it. In New York, we see the following bargaining restrictions: The Professional Staff Congress is the union that represents more than 20,000 full-time and part-time teachers and professional staff at City University of New York. With the exception of a small number of excluded securities, all professionals in the faculty and bargaining unit belong to the bargaining unit and the COPS negotiates contracts (collective agreements) for the tariff unit. But we have not yet seen the wave of strikes return to New York State. The Taylor Act – both its protection and its sanctions – is emerging over new York`s collective bargaining. The law imposes severe penalties for strikes in the public sector, both against individual workers and the trade union organisation, while requiring employers to respect contracts that expire. If we really want to transform THE CUNY, the state of public services and class relations in general in New York, we must crush the wrong parts of this law on the ground and in Albany. The Professional Staff Congress and the City University of New York have reached a landmark agreement for the nearly 30,000 full-time and part-time faculties and specialized staff at the country`s largest urban public university. This Memorandum of Understanding (MOA) is the legal document containing all the provisions of the proposed new treaty.

While the proposed MOA certainly has advantages, we should be hesitant to call an agreement whose funding method jeopardizes the quality of education for cuny students “historic.” In addition, the governor`s compulsion to compel THE CUNY to fund collective agreements inside will undoubtedly mean further tuition increases of $200 per year for students, while affecting their training. The proposed Memorandum of Understanding (MOA) is the result of the strong centripetal attraction of these forces for a contract acceptable to Cuomo, which does not disrupt the conditional work system or CUNY`s savings expenses. The five-year contract increases wages by more than 10 per cent, thanks to annual increases of two per cent. The faculty`s salary entry will increase by 71% by paying $6,750 per course for supplements in the highest title and by giving a new minimum of $5,500 for a three-loan course until the end of the contract – up from the current minimum of $3,222. Chancellor Matos Rodriguez and PSC President Barbara Bowen reached the agreement within six months of the Chancellor taking over the university on 1 May 2019. The PSC agreement is the last employment contract to be concluded at CUNY. If the proposed contract is approved and ratified, all CUNY unionized employees will be subject to a collective agreement.
